Why does the pronunciation guide not always appear on the toolbar?

The pronunciation guide is only available for pieces which have lyrics and where the publisher of the piece has audio.

If the pronunciation guide is available, the tool icon will appear on the toolbar. If the tool icon is not visible then pronunciation audio is not yet available for this piece.
